Your source for current events impacting the Commission on Teacher Credentialing...... Authored & Published by: Bruce Kitchen, CCTC/School District Liaison San Bernardino & San Diego Counties REMEMBER SB 1643? This is proposed legislation sponsored by the Governor and the Secretary of Education and carried by Senator Torlakson. Simply stated it would allow County Boards of Education to grant Eminence Teaching Credentials for use by requesting school districts within their county. SB 1643 (see link below) is scheduled for analysis and tentative position at the Commission meeting June 5. The
point of origin of this Bill is from The Governor's Committee on
Education Excellence report. The background reality is that this
Committee adopted their language from the failed Legislative Analyst's
Office 2006 recommendations (which also included the elimination of the
Commission on Teacher Credentialing) to "streamline" the credentialing
system. Senate Bill 1643 does not contain the entire Committee
recommendation, however. It left out the part requiring the issuing
county superintendent to be accountable for the quality of the
credential holder. Such a county license to teach would not be the
responsibility of the CTC nor would it meet the NCLB "Highly Qualified"
teacher status.
A representative of the Secretary of Education is scheduled to be present at the meeting when the Commission discusses the Bill next week The CTC staff is recommending a "Seek Amendments" position be taken. Should be an interesting discussion. |
