Senate Bill 1643 (Torlakson) is an easy to read and understand bit of proposed new law. Quite simply it would allow County Boards of Education to issue Eminence Teaching Credentials upon the recommendation of a school district. Eminence credentials are currently authorized by the Commission on Teacher Credentialing, but they hardly need help in this process. Only a half dozen such licenses have been issued by the CTC since 2002. So...what is the source and purpose of this proposed legislation? Could this idea have been drawn from the recently surfaced Governors Committee on Education Excellence report? A little searching here will allow you to find that the Committee has listed "Strengthen Teaching and Leadership" as its "Priority 1". Contained therein you can find recommendation 1.4.3 "Empower county superintendents to grant exceptional candidates an exemplary credential". If this is Senator Torlakson's inspiration we have to be concerned about the omission of the "quality assurances" segment of the Committee's recommendation. Missing is language that would limit the number of credentials issued and the requirement to hold county superintendent's accountable for the quality of the license recipients. Recent amendments to SB 1643 include the clarification that the county issued credential would "...authorize teaching in the public schools of the issuing county..." only. More clarification and amendments should be expected since the current Bill does not address responsibility for investigations of misconduct, the CTC's authority for revocation or how criminal history is to be reported. All of which is currently in place with the Eminence credentials issued by the Commission. Why, then, bother with this change in the teacher licensing structure? Could it have anything to do with the Governor's Committee recommendation 1.4.5 which would "...eliminate the Commission on Teacher Credentialing"? Is SB 1643 intended to be that infamous "camel's nose under the tent"? Interested? You can obtain a copy of the Governors Report at the following link.
