OH!  OH!  HERE WE GO AGAIN!

Once again we have a Legislator who seeks to dilute or diminish the legitimate authority of the California Commission on Teacher Credentialing (CTC).  Senator Torlakson (D Antioch) has "amended" his SB 1643 from a proposal to change the definition of "technology" (read spot bill) to one that gives authority to issue eminence teaching credentials to county offices of education.  The CTC is THE credentialing and teacher licensing authority in California and we have been through this challenge before.  You will remember the Legislative Analyst's Office's (LAO) attempt in 2006.  Her effort was shot down by a joint legislative work group and quickly forgotten.  There were a number of very significant reasons that dealt with criminal history access, statewide acceptance of certification, and much, much, more behind the LAO's failure.

Perhaps Senator Torlakson should read the "Report of the Legislative Working Group on Teacher Credential and Accreditation Reform" published in March of 2007.  It certainly wouldn't hurt to have a copy of that report accompany SB 1643 when the bill is heard by the various committees it will face.  You should take the time to read this proposed change in the law (it is short) and you can do that at http://www.leginfo.ca.gov/pub/07-08/bill/sen/sb_1601-1650/sb_1643_bill_20080409_amended_sen_v98.pdf

Pay particular notice to the language on page 3, lines 29-31, (which actually provides the decision making authority to a local school district) and page 4, lines 29-32, requiring the CTC to issue a professional clear credential once the eminence credential holder makes it through the rather large hoops the proposed law would establish.
