SUCCESS
The Riverside County Office of Education demonstrated the wisdom of the Commission's decision to hit the road and take their show out of their Sacramento confines. The RCOE proved to be a great host and their technology allowed the first visual broadcasting of a CTC meeting to take place. Their video system served a dual purpose as it was used to bring the meeting directly to a very large audience that had to be seated in an adjacent overflow room. That overflow crowd underlined the importance of taking the Commission's meetings to various regions across the state. Their next outing will be in August at the San Diego County Office of Education. GENERAL SCIENCE AND
AUTHORIZATION TO TEACH ENGLISH LEARNERS CAPTURE ATTENTION
The proposal to establish a single subject teaching credential in General Science and Foundational-Level Science certification captured considerable attention. A very detailed report favoring the creation of this credential was made by the staff. After considerable discussion we joined with a number of others who went to the table to address this concept. The presentations were strongly in favor of creating this new license and the presentations did appear to make a difference in the initial negative position several Commissioners seem to hold. A visible turning point followed a powerful presentation by Dr. Victoria Costa, the Science Department Chair at CSU Fullerton. She clearly identified the regular loss of science teacher candidates from the CSUF program simply because such a teaching route does not currently exist. The bottom line here is that the CTC staff was directed to return with another information item in J une that can serve as a platform for Commission action. Consideration
for the creation of a Single Subject Credential to Teach English
Learners generated considerable practical and philosophical
discussion. While the intended purpose of such a credential was
recognized the best way to achieve the goal was more the topic of
discussion. It was here that "Tier 3" surfaced more than once.
You may want to listen in to the June meeting when the staff will be
returning with information that could provide the basis for action by
the Commission.

The Commission approved the annual report to the legislature regarding the Teacher Supply in California 2006-2007. If you want to review the entire report there is a link included to allow you to do that, just don't be in a hurry since it make take a while to download. IHE folks will probably be more
interested in the changes approved for the RICA exam than the
