...from the system too. The Committee was, it would appear, created to serve as a base point for the Governor's "Year of Educational Reform". Doing the people's business in California is too often hindered by politics and bureaucratic structure. Take the Students First--Renewing Hope for California's Future report for example. The blue ribbon committee that authored this study was created by the Governor in April of 2005. For two years they worked to produce a document intended to put the ship of California education on the right course. The report was completed and prepared for publication in November 2007, but not released until March of 2008. It is hard to be critical of a study that points out so many valid deficiencies in California's public education system, but the dated and dead issues it contains casts a shadow on how well it will be received and just what it can accomplish. A key priority in the report calls for the
deregulation of professional preparation (page 3) while The Center For
The Future of Teaching and Learning (see The Status of the Teaching
Profession: 2007) makes the case for creating an effective system
to improve teacher preparation. On page 20 the Governor's report calls
for the elimination of the Commission on Teacher Credentialing, much as
the Legislative Analyst did back in April 2006. You will recall that
effort (Modernizing the Functions Of the Commission on Teacher
Credentialing) died an embarrassing death when studied by a
"Legislative Working Group" in their published report of March 2007.
On page 11 the Governor's report urges the implementation and financial
support for the student and teacher information system. A system that
the California Department of Education awarded to IBM several months
ago with the target implementation date in the 2009-2010 school year.
Where is the "technical report" (see page 20) that adds "depth" and
identifies additional proposed changes? Will it tell us how it is
proposing to evaluate the effectiveness of all teacher training
programs?
One can only hope that overcoming the many
barriers to success that are pointed out in this publication have not
been short stopped by the very structure identified as the problem.
