THE PROBLEM IS....

..."California's school finance and governance systems are fundamentally flawed".  As a result "California students perform far lower on tests of achievement than do students in other states" (Getting Down To Facts, Stanford University studies http://irepp.stanford.edu/projects/cafinance.htm). 
Are we missing the boat?  In the rush to cut $16 billion from the 2008-09 state budget it is easy to target education since it absorbs such a major part of our tax money each year.  Our primary challenge, it would seem, should be correcting our "fundamentally flawed" funding and governance system while the need to do so is clearly evident.  Shortchanging a structure that is already incapable of success is not a well thought out approach.
